Platform: Windows 98 & Linux (2000-10-27-09-MN6).
Steps to reproduce:
1. Launch Netscape 6.
2. Go to View/Apply Themes/Classic
2. Type this url: http://jimbob/jars/a_skin_classic2.html
3. Click the "Install" button.
Note: The "Cancel" button is missing the border.
Screen shot is coming...
Sending to skinability, but this may be some type of layout issue.

Since I found out that classic2(third party skin) is no longer valid to test
from Todd Pringle yesterday afternoon, therefore, this bug is invalid.
