Platforms (Mac, Windows, and Linux; 2000-10-27-09-MN6).

Steps to reproduce:

1. Launch Netscape 6.
2. Go to View/Apply Themes/Classic OR go to View/Apply Themes/Modern
2. Type this url:  http://jimbob/jars/a_skin_classic2.html
3. Click the "Install" button.
4. Go to Tasks/Mail
5. Go to  File/New Message.
Note that in the mail, the scroll bar is missing. You can only navigate with up 
and down arrows.

Pretriage of skinnability bugs, marking nsbeta1-. I would guess that there's a 
problem with the skin than with mozilla.

In both classic and modern skins, in mail/news, the scrollbars are not missing.

 It appears you are linking to a third theme which is missing scrollbars,
unfortunately that theme is not available for testing by anyone outside the
netscape firewall.
