No control box when menu bar is hidden

With a persona activated (Green Light) and the menu bar hidden, there is no way to minimize / maximize the software. By double clicking the empty space at the top I can unmaximize / maximize the program. However, there is no way to minimize. To close a window - I have to right click the item on the task bar and click close. There is a bar around the outsize of the program, as you see on 99% of other software. This then just stops. Steps to Reproduce:
1. Enable persona
2. Hide menu bar
3. double click empty menu bar space

My issue ocurred

Expected Results:  
I would expect control box buttons to be available.
