Roy has contributed more than 100 patches to mozilla-central, fennec and rust. About time to get him an hg account. I vouch for him. CCing a bunch of module owners for additional vouchers.

Actually I might not be able to vouch. I am not a module owner. I keep forgetting the rules. But we have enough people cc'ed to get whatever we need.

Also, if bug 566826 is still current, Andreas isn't even level 3. I don't think lower levels can vouch for higher levels...
