Details
The new AAQ form doesn't pre-load all steps and instead loads new pages for each step. This significantly slows down the experience and actually makes the new forum slower for the majority of our users even though it's faster in most other use cases.
Note that I'm not suggesting that we revert to the old _style_ of the AAQ form -- the new stacked style of the AAQ and showing the results of the previous choices is good and will work well on small screens -- but we need to find a way to load the entire form like we did previously.

Another side-effect of loading the steps as separate pages is that the scrolling becomes weird. Instead of performing a smooth, relative scroll down to the next item (e.g. scrolling down 100px), the next page is loaded with the next step at the very top of the page, making the summary of the previous steps above the visible content. You have to scroll up a bit to see the summary.
If we switched to a dynamically loading next step, we could just scroll down as much as necessary to show the entire next step on screen instead.

I assume this bug report talks about an older version of the AAQ, no slowness in the current one as far as I can tell, and parts of the page are loaded dynamically.
