The create/edit filter dialog pane does not actually contain any window controls that allow you to define filter matching criteria. The section is blank.
Reproducible: Always
Steps to Reproduce:
1. Select Tools->Message Filters...
2. Use popup menu to select Local Folders.
3. Click on either the Create or Edit buttons (of any existing filter).
Actual Results:
Rolldown pane is missing any controls (text boxes, popups, etc) to allow you to define the search criteria. This has been the case in my set-up since 8.0b9.
Expected Results:
A rolldown pane with a way to define exactly what you want to filter on.

I don't get this to occur. I'm wondering if it's a extension issue. Did you ever install the Penelope extension by itself (i.e. separate from the Eudora application)? What version of Penelope does it say you have in Tools->Add-ons->Extensions? Possibly could be another extension that is interfering with Penelope/Eudora. Try disabling other extensions to see if the problem goes away.

Installed extensions:
DOM Inspector 2.0.7
Penelope 1.0.
Nothing else.
Can plug-ins cause this? The plug-in list is:

I tried disabling the DOM inspector and restarting Eudora, but no change.

I had a copy of Thunderbird 2.0.0.23 in Applications, which I've just removed.

No, plug-ins wouldn't cause this. Just possibly extensions, but you have the right version of Penelope and DOM Inspector won't cause problems.
Maybe some other kind of utility you have installed in OS X that would modify dialogs?
You could try downloading a new copy of Eudora OSE 1.0 rc 2, but that's unlikely to be the problem.
You could temporarily rename your ~/Library/Thunderbird folder to something else and then start up OSE. This will create a new profile for you. Then you could go in to the Filter window and see if the problem still exists. This would at least tell you if it's something in the profile that's causing the problem. After trying this you can get your profile back by deleting the new ~/Library/Thunderbird folder, and then renaming the original back.

I've seen this before on the Mac. Resize the window and they controls should appear. They are hidden in that tiny tiny space below the radio buttons...
