1. enter in a chanel like #seamonkey
2. switch to moznet- or client-tab
3. look at the scrollbar in the user-list
Actual Results:
scrollbar remembers position / height after switching to empty user-list e.g. moznet-tab
Expected Results:
no or hidden scrollbar in empty user-list

To be honest, I'd call this a <tree> bug, but there's probably some magic incantation we "should" do that we're not to force things.
