I have had the required access for 2 years or so and hg outgoing works. Here's what I'm seeing when I try to push:
$ hg push ssh://hg.mozilla.org/mozilla-central
pushing to ssh://hg.mozilla.org/mozilla-central
searching for changes
remote: abort: could not lock repository /repo/hg/mozilla/mozilla-central: Permission denied
abort: unexpected response: empty string

I suspect this is due to my account being recently renamed from [e-mail] to [e-mail].

I moved your privileges over to the new account, try to commit now and see if it works.  Also, it looks like you have a bunch of repositories under your old account's user tree - users/robarnold_cmu.edu.  I moved those into the new user tree.

I'd actually like to keep one of those repositories where it was. The qimportbz repository is used by a number of other Mozilla developers so it'd be much easier if it weren't moved (or if the path was symlink'd/hardlinked so that the old url still worked). Is this possible?
