Charley--do we need to keep this file around? (has it been maintained?) I vote
for cvs removing it if possible.

As its name implies, this is only a "template" for creating other property
dialogs, so I'd like to keep it around and check in the attached change. It
won't be part of the build, of course, but is still usefull for XUL developers.
