There are various things we can do here. The best thing would be to have the layer managers compute a scale factor for each ThebesLayer (or temporary surface for other layers) and render the layers at higher or lower resolution depending on the scale factor. A temporary fix would be to make transform layers inactive unless there is an active layer inside them. So we'd avoid fallback for video and 3D canvas inside transforms, but otherwise not accelerate transforms.
