Tested on the Mac with Gecko/20001027 and an IMAP account: I have the "Send Format" pref set to "Ask me what to do" but unlike Nav4, when I send a HTML mail to someone in my own domain (including myself!), Moz shows the dialog to ask me what format I want to use instead of automatically sending it in HTML. The dialog should only be shown if the recipient list contains an address outside my own domain.
I have alot of people in my domain that only read mail using pine, so it should default to HTML mail. But it could default to HTML when sending to yourself..
Henrik: You presumably have a "not" missing in that sentence. (although... Pine now understands HTML mail, so...) "Me too". At my university, there is a huge number of people using a massive variety of mail clients, and I see no reason for one client to assume that all the others can understand HTML mail. WONTFIX?

A pref, perhaps? If a corporation standardizes on Moz, it would be nice to support this. Maybe some sort of heirchial rememberance... @foo.com - HTML = elm@foo.com - Plain Text. In 4.x, we use to be able to exclude domains from the HTML Intelligent Send feature. We need to implement that...

Pierre, the fact that 4.x always sends HTML to "your own" domain is that you are @netscape.com and 4.x ships with netscape.com in the html domains list by default. This functionality is tracked by bug 37967 (if that bug isn't a dup of another one) and is ready to check in, according to othe latest Mailnews status report. The assumption that everyone in the organisation uses the same Mailnews client, on which this feature request presumably bases, is just wrong, sorry. Marking WONTFIX.
