When running the performance runtests in index mode, results can be very small numbers (sometimes 1 and below).  The conf95 function in runtestUtils will return a > 100% conf interval for small numbers.  I'm not sure that this is correct.

e.g:

> conf95([1.01, .96, .98])
> 119.01475586404142

For larger values, the interval seems correct
> conf95([101, 96, 98])
> 5.1877329360152133
