Details
While we _check_ for flagit.can_moderate, it looks like we never added the permission, so we can't use it. Should be a simple migration.

Is there a way to test this without having a moderator user? I created 'rbillingsmod' in support.mozilla.com but I guess I need to wait for the next prod sync to see the user in stage.

I'm still not seeing moderator permissions for 'sumo1' on stage

Resolution: FIXED → ---
django admin needs two extra clicks to give moderator permissions so it wasn't assigned. Fixed, rbillings checked again, works, all good.
