Some keyboard shortcuts such as F11 to toggle full-screen view don't function.

Reproducible: Sometimes

Steps to Reproduce:
1.Open a page
2.Press F11
Actual Results:  
The page view is still on windowed mode.

Expected Results:  
It should toggle to full-screen view.
This would fail if a plugin such as Flash has focus. If that is the case then this is a duplicate of bug 78414.
