Can not scroll Libraly window, Download Manager and Exceptons-Cookie dialg by dgag scroll of Alps Film Ponting-device(Emulation of wheel scroll).


Main winfow,Sidebar, Preference dialog and  can be scrolled with dgag scroll of Alps Film Ponting-deviceEmulation of wheel scroll.




Reproducible: Always

Steps to Reproduce:
1. Start Minefield with new profile + D2D
2. Open URL ( https://bugzilla.mozilla.org/show_bug.cgi?id=398776 )
3. Double click Star in the location bar
4. Mouse Hover input control of "Edit Bookmarks Panel"

Actual Results:
 input control border is repaint unlightly.

Expected Results:
 input control border should be repaint properly.
