I believe this is due to private browsing hiding app tabs. Then when private browsing mode is done it incorrectly resets the tabs. Reproducible: Always Steps to Reproduce: 1.Press Ctrl+Shift+P 2.Once in private browsing mode press Ctrl+Shift+P again 3.App tabs are now messed up Actual Results: App tabs were messed up. Expected Results: Reset app tabs after private browsing correctly.
