When resuming a session for a force-quit, downloads start again instead of resuming. zpao indicated on IRC that he thought Session Restore should just start a new download and not do anything with the old download. My understanding was that this would leave a FAILED download and a CURRENT download of the same file in Download Manager.
Zpao also indicated that he didn't think downloads should resume unless the server supports the auto-resume byte offset header.
What I am seeing currently is that the same download restarts from the beginning. I'll attach screenshots to illustrate.
Steps to Reproduce:
1. Navigate to the Ubuntu download (see URL)
2. Click the big red download button on the page
3. Click Save File
4. Wait a minute to download some of the file
5. Kill the Firefox process
6. Start Firefox
7. Tools > Downloads
Result:
Download appears to have restarted from the beginning
Expected:
Download resumes from where it left off (or should it?)

Still an issue on Mozilla/5.0 (Windows NT 6.1; WOW64; rv:10.0) Gecko/20100101 Firefox/10.0.
The download starts from the beginning after restore.
