Use L8 SYSTEM_MEM textures instead of OffscreenPlainSurfaces

NVidia drivers do not seem to allow us to create D3DFMT_L8 surfaces using CreateOffscreenPlainSurface. Instead we can use SYSTEMMEM textures. They shouldn't be much more expensive. This seems to work fine.

Any reason that this hasn't been checked in? It's a b4 blocker with an approved patch; deemed too risky?
It turns out it was checked in! :)
