So we don't put all our eggs for a platform in one basket, so to speak.
is this for running one test master instance with all 300+ slaves or is it to balance the platforms on the masters because of scheduler db?

One test master with ~50-100 slaves.  The purpose is to have the masters be equivalent so we can shut them down without taking down a whole platform.
