I'm using a Mac. I don't know if other platforms have this same problem, because I haven't tested on them.
Open up the Certificate Manager window and select to view Authorities.
Double Click on one of the ValiCert Builtin Object Tokens.
The popup will be displayed, but the Close button in the popup will disappear. The Certificate Manager window cannot be closed either -- its close button becomes disabled.
I've attached a screen-shot of the problem.

I'm using Firefox version 3.6.7.

Yeah - looks like the large number of "verified for the following uses" pushes it off the bottom of the window. That shouldn't be.

Hi Kathleen,
Can you still reproduce this?

Was fixed a long time ago, when the Preferences UI was updated. Also the ValiCert roots have been removed.
