Just a heads up - we're going to end up breaking anything that uses the toolkit
windows installer code. I ported the changes for Firefox to Thunderbird and am waiting for a build to finish.

This patch seems to do the trick. Didn't realize thunderbird doesn't use toolkit/locale/l10n.mk.
