Since FF resumes downloads on restart, the prompt could be worded differently.

Firefox cannot always resume download. For example, when I'm using Fileserve, closing while downloading leads me to an error message at restart. Then I'm forced to wait 900 seconds until I start my download all over again.

Also, this becomes really problematic when using the popular Download Statusbar extension. With this, the Download Manager doesn't open when you're launching a download, therefore the warning never shows up.
