The Visual Tab icon is dark does not have a 'border' to make it visible in maximized vista and on dark backgrounds.
Reproducible: Always
Steps to Reproduce:
1.maximize window in vista or open firefox when using a dark desktop background
Actual Results:
Icon is dark and difficult to see
Expected Results:
Icon should be visible regardless of desktop background or OS

This seems to be a different issue. When maximized in Vista the Window's chrome
is black by default, not transparent.
