To reproduce:
- Drag some html from the your desktop or somewhere else on your filesytem to Minefield that is in Tab Sets mode.

Expected result:
- A new tab should be opened or the file should load when it is dropped over an existing tab.

Actual result:
- Nothing happens

We're not going to address this with Panorama being slated for removal.
