So when you start Thunderbird it crashes but you can't send crash report right ?
Can you try to start Thunderbird in safe-mode (http://support.mozillamessaging.com/en-US/kb/Safe+Mode) ?
Are you behind a proxy (trying to figure out why you can't send repports) ?

to go with that, what's in submit.log, in Crash Reports directory one level above your Thunderbird profile? (probably nothing earth shattering)

We'll need a stack trace. Could you follow the instructions at https://developer.mozilla.org/en/How_to_get_a_stacktrace_with_WinDbg replacing firefox by thunderbird and post you results here please ?

antivirus is AVG Free Edition 2011
firewall is Win XP firewall

v3.1.7 also cannot open (include safe mode) and I am not behind proxy.
