I cannot move or remove any of the buttons. Reproducible: Always I'm also curious as to why this toolbar is called Quick Filter. It does not seem to be related to filtering as processed by going to the menu bar and selecting [Tools > Message Filters]. This toolbar is only used for searching.
I'm moving this to the Search component as the more specific one.

This toolbar is only used for searching. the choice of using "Quick Filter Bar" is logical, but you'd have to refer to the implementing bug report. I just read it a few hours ago, but I forget the bug#

The bug redesigning that bar was bug 545955, but the term "quick filter" was used before that already (or was it "quick search" instead?). David, you may also want to look at bug 570815 seeking a combination of "old" and "new" designs to avoid the second search bar while retaining the features introduced in bug 545955.
A colleague of mine is not so interested in extensive customization of the Quick Filter toolbar, but she wishes for a configuration where you can tell it to always show the text names of the buttons. On her display, it shows a tiny infinity symbol, a yellow 5 pointed star, a small circle sitting on top of a rectangle, etc. On my display (with a much larger window), it shows an infinity symbol and the word "Unread", a five pointed star and the word "Starred", a small circle sitting on top of a rectangle and th word "Contact", etc. She wishes the words would appear on her display without needing to make the window so big. There is clearly space for this, so she looked for a configuration setting and did not find one.
