Before accepting this patch, let's get an answer on the blocking bug, it seems likely that the file referenced is entirely unused, so the second half of the patch could be omitted.
This is icon is not used, as timeless suggested. It should be removed. It is one and the same as the person.gif icon which is present in all skins.
