steps to reproduce:
1.Go to the detail page for any unreviewed add-on
2.Add to a collection->existing collection
3.Go to the collection listing page and check that the newly published add-on is listed
observed behavior:
Collection is immediately update after adding a public add-on. But unreviewed add-ons are not listed in the collection detail/listing page.
Unreviewed add-ons published to https://preview.addons.mozilla.org/z/en-US/firefox/collections/lekwfkjrfh/checking-for-tags/ :
* he-he,ha-ha(https://preview.addons.mozilla.org/z/en-US/firefox/addon/64249/)
