Hmmm.  What might I be doing wrong here?  SSH authentication succeeds, however I'm unable to create a new user repository:

[lth@host-3-92 ~]$ ssh hg.mozilla.org clone mytestrepo
Could not chdir to home directory : No such file or directory
You do not have a valid mercurial account here!

But ssh authentication is succeeding:
[lth@host-3-92 ~]$ ssh -v hg.mozilla.org clone mytestrepo 2>&1 | grep succeeded debug1: Authentication succeeded (publickey).

apologies if I'm being an idiot.

I think that's what you'd get if scm_level_1 wasn't correctly set on your account...
for completeness, here's what's in .ssh/config: 

Host hg.mozilla.org
     User lhilaiel@mozilla.com
     Compression yes
     ServerAliveInterval 300
Any thoughts on my predicament?
Fixed by changing User in .ssh/config to lloyd@hilaiel.com
