58793 - Panels can get out of order when quitting

Status: VERIFIED DUPLICATE of bug 55358

Description

[Mike Pinkerton (not reading bugmail)]

- put 4 or 5 panels in the sidebar
- select the next to last sidebar
- quit
- relaunch

EXpected:
- sidebar panels are in the same order as when you quit

Actual:
- 2nd to last sidebar at quit time is now the last sidebar
- actual list is out of sync with customize dialog so effects of rearranging are
unknown.

Hmmmm, this might be considered a data loss issue ... need more info.

I can repro this more consistently if I reorder the panels and then quit and 
restart.

Changing status white board, nominating nsbeta1 and nscatfood and removing rtm
from the keyword area.  

Annoying bug, should get fixed.  The order in the tabs menu should be the same
order as the tabs in the sidebar.  Quite annoying.
