587955 - Please provide a dom.disable_window_open_feature for the tab bar

The tab bar very nearly makes the title bar redundant, which helps people who might want to hide title bars completely in their window manager.  However, popup windows can hide the tab bar, whereas they can't hide the titlebar.  Please consider providing a dom.disable_window_open_feature preference or similar to disable the ability to hide the tab bar.  That way, I can guarantee the presence of the tab bar and thus not need the title bar.

UI-visibility-related features items have no more effect, except as a condition for whether to open popup or not
