It is likely that we will need to rev the ABC format soon in order to support more language features, language bug fixes, and optimizations in ASC. We are running out of bits in several bit fields so let this bug serve as a tracker for all requests to rev the ABC format.

If we rev the format we also have the option of making some meta-level changes, for example, making sure that bit vectors are variable length so that bits can always be added without revving the format. (The format may have to be revved now to accomodate abstract methods because the 8-bit flags field of MethodInfo is full.)
