Instead of having a dummy popup that hides the panel, perhaps PopupNotification can just never show certain notifications (but still show the anchor icon). Upstreaming: http://hg.mozilla.org/users/edward.lee_engineering.uiuc.edu/account-central/rev/460447c8d6d7
