STR:
1. Have the hard keyboard closed and open fennec.
2. Tap on the url bar. The soft keyboard should come up.
3. Tap outside the soft keyboard to make it disappear.
4. Tap on the url bar again.

Actual Result:
The soft keyboard does not show up again.

Expected Result:
The soft keyboard should show up again.
