These are issues in latest fennec build Arabic localization:
1. In fennec preference "start page" link is not translated to Arabic.
2. In fennec preference "clear private date" is not translated to Arabic.
3. In fennec preference Feeds->"Skip preview" is not translated to Arabic.
4. In fennec preference Sync options "Username", "Password", "Secret Phrase" "Connect" are not yet translated.
5. while device set as Arabic and selected other languages, there is "Done" button is not translated.
6. when there is no downloads tap on downloads icon and "No downloads" message needs to be translated.
7. confirm close dialogue for closing multiple tabs at once needs to be localized.
8. after performing a long tap on a link and "Open link in new tab" option need to be translated.
9. message "Remember, Not Now, Never for this Site" in password manager should be localized.

but it is some latest version which has Arabic

l10n-central is trunk, and it isn't string frozen yet. That means there are new strings added everyday.

You should build from http://hg.mozilla.org/releases/l10n-mozilla-1.9.2/ar or download a ready build for fennec 1.1 from ftp.mozilla.org.
