STR (on a new profile):
1. Install Force RTL and restart.
2. Tools > Force RTL Direction.
3. Open a new window.
at this point, the new window's chrome area is all drawn in glass.
4. Tools > Force RTL Direction.
the problem is not fixed.
5. Open a new window.
the problem doesn't occur in the new window.
In the screenshot, the bigger window is a window from step 3, and the smaller one is from step 5. I saw this on Windows 7 using the latest trunk.

So this is a D2D bug.
Also, when this happens, the Error Console window is completely black.

This will definitely need some beta coverage for RTL folks to translate with, but I don't know which beta.
