The copies of the code in http://hg.mozilla.org/mozilla-central/file/default/testing/tests/l10n are no longer maintained, we should remove them.

compare-locales is now in http://hg.mozilla.org/build/compare-locales/, the extensions are in http://hg.mozilla.org/users/axel_mozilla.com/tooling/, and web was replace with tooling, too, which is now replaced with django-site. So the code there has (more or less) up-to-date replacements.

Concerning m-c policies, that'd be NPOTB, any rules for the the testing dirs to pay attention to?
