After I change Tabs on Top to Tabs on Bottom, or Bottom to Top, I can't resize the search box by putting the cursor between Search Box and URL bar. I only can resize if I restart Firefox.

Reproducible: Always

Steps to Reproduce:
1. Change Tabs on Top to Tabs on Bottom.
2. Try to resize the search box.
3. The resize cursor don't show.
