On a general news server, I'm subscribed to more than 20 newsgroups.  Because of "noise" (spam, porn, floods, etc), I have filters set for the whole server.  I generally reserve filters on individual newsgroups for flamers and trolls.  

I missed an important message on a newsgroup recently because the subject contained a word that is often found in the subject for spam.  This is a moderated newsgroup, and the spam is excluded by the human moderators.  

Please provide the capability to exclude the effects of a news server filter when creating filters for individual newsgroups hosted on that server.

Originally written only for newsgroup accounts, it appears that this would also be desired for E-mail accounts.  In that case, it would apply to folders within a mail account.  

I have modified the Summary accordingly.

In the FiltaQuilla extension, I add a custom search term for "Folder Name" which could be added to a filter, and accomplish the use case of this request. I doubt if there will be any additional work on this issue beyond that, because 1) newsgroups are a lower priority, and 2) for email, this issue only occurs with manual filters (unless you have used FiltaQuilla's ability to add non-Inbox folders to incoming filters), and the vast majority of uses of filters are for incoming.

Per its install.rdf file, FiltaQuilla is not compatible with either SeaMonkey 2.3.1 or Thunderbird 6.0.  In any case, an extension can only be considered a temporary work-around for a bug, even for an RFE bug.  

Given the significant use of newsgroups for communication among Mozilla developers and users, I am surprised at the assertion that "newsgroups are a lower priority".  Furthermore, I use filters for outgoing E-mail messages more than I use them for incoming.
