Please add 
* login account using the usual cltbld password
* read access to squid logs
* rights to run '/usr/sbin/squidclient -m purge <FULL URL>'
Should be good to go now. With the exception that squidclient is located at /usr/bin/ instead of /usr/sbin/ on this box. I added the cltbld user to the proxy group, so read squid files should work. I also marked it as admin user so that sudo works.
