create "Local Folders/foo"
do it again.
no warning, no nothing.

Buildid:2000121104 on WinNT. Trying to verify this bug.
Create a folder test
create folder test again
The alert dlg is hidden behind the messenger.
If you click ok then it does not create the folder
Should this be opened as a new problem Or
Is there a general bug that I could reference to with dlg boxes not displayed
upfront?
What should I do?

I believe there is another bug for dlg not coming in the front. I will post the
bug number.

In that case, I am marking this bug as verified on WinNt(Buildid:2000121104).

There are a few bugs with folder dialog. But it does not specify the problem of
the dialog hidden behind the mail in WinNT when you try to create a folder that
already exists. I will open a new bug for this because it is only on WinNT the
dialog is hidden. On mac, Linux, the dialog comes upfront. I will open this as
a new bug on os-WinNT. Mark it duplicate if you feel
that this is a duplicate. Also see similar bug: bug 45041
