With `vendor` as a submodule, like `locales`, we could tag and branch it right along with SUMO proper. With it separate, we'll have to maintain a parallel branch/tag structure.
However, AMO doesn't do it as a submodule. Let's figure out why not, or make it a submodule.

Not only did we do this a long time ago, but then I merged the whole thing into kitsune's repo for even easier merging and keeping kitsune and the vendor stuff in sync.
