When I was signing in to Facebook I noticed a box along the outside of the webpage.

Reproducible: Always

Steps to Reproduce:
Go to any website (Facebook is just an example).

Actual Results:  
A box outlines the outside of the webpage.

Expected Results:  
No box should appear.

If there is an image partway viewed at the top, bottom or sides of the window that part of the box disappears.
