We've done lots of work to verify the configs of the biggest ISPs.
I would like this work not to get lost, by any reviewer being able to overwrite them with a new config. These big ISPs should get special care, more than small ISPs.
So, I propose a special flag on some configs (those of the biggest ISPs), to not allow them to be modified...

...unless some special processes are done, e.g. one of the current set of reviewers approves, or some method external to ISPDB app. It does happen that we need to modify the configs, e.g. when the ISP adds SSL or we add POP3 vs. IMAP selection, but not often.

We've added a locked attr that can be changed using the admin interface.
