Even if I click not only the title bar but also any element, the panel should be selected.

Even if I click not only the title bar but also any element,
the panel should be selected.
When these panels are overlapped, I can select a panel easily.

I guess it's a panel problem.

The problem was fixed for inspecting objects by switching from panels to a buit-in variables view. Network panels are also going away, so WORKSFORME. Reopen if you feel strongly about this.
