Details |
Default Encoding for Punjabi Firefox 4 is iso-8859-1, which should be UTF-8 only,
which by default support Punjabi.
Is this effecting "intl.charset.default=ISO-8859-1" in following file?
Linux - http://hg.mozilla.org/l10n-central/pa-IN/file/9865cd485312/toolkit/chrome/global-platform/unix/intl.properties
Windows - http://hg.mozilla.org/l10n-central/pa-IN/file/9865cd485312/toolkit/chrome/global-platform/win/intl.properties

http://hg.mozilla.org/l10n-central/pa-IN/file/default/toolkit/chrome/global/intl.properties#l31 should be it. No idea where that localization note in your copy is coming from, fwiw.

Ah, there it's coming from: http://hg.mozilla.org/mozilla-central/diff/193f1e225319/toolkit/locales/en-US/chrome/global/intl.properties removed the intl.charsetmenu.browser.unicode entry, which you followed, but you didn't remove the comment.
So, I need to update file
"http://hg.mozilla.org/l10n-central/pa-IN/file/*/toolkit/chrome/global/intl.properties" only?
intl.charset.default=ISO-8859-1
