+++ This bug was initially created as a clone of Bug #589344 +++

Current tooltip of the utilities button says either "Options for all add-ons" or "Preferences for all add-ons", depending on the platform.

However, its popup menu only has one preference and three action items. I think that's quite a good reason to seek for a better name.

A few possible suggestions:
1) Tools
2) Tools and options/preferences for all add-ons

Rimas, thanks very much for pointing it out.  As the comment you posted shows, we've found naming this tooltip to be challenging.  At the time that we decided on "Options," this was truly the best description of the contents of this menu; each menu item described a state of all add-ons and allowed the user to change those states.  However, since this menu now includes an item to install an add-on from a file (see Bug 590754), it would be hard to argue that all options in this menu are "Options."  So, I think you're right that "tools" is a better name.  It's vague, as Blair correctly points out in bug #589344 comment #12, but better to be vague than incorrect, my gaffer says.

The capitalisation here looks wrong, shouldn't it be "Tools for all Add-ons"?

"All" is actually capitalized in title capitalization format.  Examples:

English is not my native, but "Tools for All Add-ons" doesn't sound like making much sense to me. In my proposal, the "for All Add-ons" part only refered to Options, and not Tools themselves. I think we could leave just "Tools" here, no?

However, that format isn't supposed to be used in tooltips, as far as I know.

The "all add-ons" part is partially to make it clear that this menu does not only change the particular add-on you are looking at.

And still, I'd rather look at the contents of that menu:

* Check for updates – doesn't hurt if checks all add-ons when you don't expect that, but I don't think anyone would expect that to be otherwise
* View recently updated add-ons – doesn't really change anything with the add-ons themselves. Furthermore, I think this menu item doesn't belong there at all, but that's probably a subject for a different bug
* Install add-on from file – doesn't apply to all add-ons at all
* Update All Add-ons Automatically and Reset All Add-ons to Update Automatically explicitly indicate that they apply to all add-ons.

Having said all that, I believe even stronger that plain "Tools" would be the best caption there.

Patch v2

Keeping the "for all add-ons" part, due to the reasons in comment 10. Its true that it may not completely accurately describe all the menuitems, but I think its more important to communicate that those menuitems don't act on just a single addon.
