The new devmo PHPBB forums use a template off SVN. Please `svn up` this (re: bug 590840). This was supposed to happen at deployment time, but somehow got lost.

End user impact: Minute (change from http to https in one URL)
Blocks: 590840
should we wait for a downtime to do this?
It's not my call, but no downtime required -- it's a template one-liner.

This doesn't show up yet, but I assume it will after caches clear.
