Steps to Reproduce:
1. Start a download
2. Open the status bar notification pane on your android device
3. Click on the "Downloading" notification entry

Actual Results:
The entry is removed, but I'm not moved to the download manager

Expected Results:
When clicking on the entry, I should be moved to the download manager

Also, clicking on the notification(while the file is still downloading) brings me back to the webpage and the notification entry is removed. But when the file has completed downloading, the notification entry comes back to the system bar.

this bug is very related (if not a dupe of) bug 593092

that seems fairly unrelated to what this bug describes, file a new bug
