Title attributes (and possibly alt attributes on images) are painting in correctly in Firefox 4.0b4 for Linux (and possibly other OSes as well).
Reproducible: Always
Steps to Reproduce:
1. http://www.w3schools.com/tags/tryit.asp?filename=tryhtml_standard_title
2. Mouse over "WHO"
3. See title has weird stripes at edges
Actual Results:
Stripes on edges of title.
Expected Results:
Solid title box (like in other version of FF)

This bug was reported using a pre-release version of Firefox 4. Now that Firefox 4.0.1 final has been released, can you please update and retest your bug? A fresh profile would be a good starting place to test,

This seems to be working for me now in Firefox 4.0.1 and 5.0 for Linux (Ubuntu 10.10), so I'm closing this bug as WORKSFORME.
